In cases stipulated by the international treaties, instead of the above documents, nationals of Ukraine can use other documents granting the right to leave Ukraine and to enter into Ukraine.

In case a national of Ukraine lost the above documents abroad, the document which gives the right to enter into Ukraine, is the certificate of return to Ukraine, issued by the consular establishment of the Ministry of Foreign Affairs of Ukraine abroad.

The document shall be deemed valid, if it complies with the specified form, is issued by the duly authorized body, is executed in the relevant manner and belongs to the individual who presents the same.

In no event a national of Ukraine shall be limited in his/her right to enter into Ukraine.

During passport control, the checkpoint officials have the right to find out the availability of limiting circumstances, because of which an individual may be temporarily denied entry into Ukraine and, in case of necessity, carry out an interrogation of individuals intended to cross the national border, in order to identify the purpose of their travel.

The passports are checked, as a rule, in special cabins for passport control, service premises of the checkpoints or directly in the transport facilities of foreign routes.

Individuals attempting to enter the aircraft of foreign route bypassing the passport control or those who presented for passport control another's or invalid document, shall be deemed the trespassers of the national border. Use of forged passport or another's passport shall entail their obligatory withdrawal by the border guards. Such documents are sent to the divisions of passport, registration, and migration services of the Ministry of Interior. The trespassers bear responsibility in conformity with the effective law.

Foreigners entering Ukraine, leaving Ukraine and transit across the territory of Ukraine via the checkpoints at the national border based on their national passports subject to availability of the relevant visa unless otherwise is provided for such entering and leaving in the Ukrainian law.

Nationals of the states with which Ukraine made international treaties on mutual visa-free flights, shall enter Ukraine based on their valid national passport in case of availability of duly executed invitation from legal entity or individual in Ukraine, unless otherwise stipulated by the international treaties of Ukraine. Internal passports and identification cards of foreign states are not the documents granting the right to cross the national border of Ukraine.

Stateless persons permanently residing in Ukraine, leave Ukraine based on the their certificates of stateless person for departure abroad and visa to departure from Ukraine.

Transit travel of foreigners across the territory of Ukraine is allowed subject to availability in them of transit Ukrainian visas, visas of the country of destination, travel tickets or other documents, which confirm transit type of their travel, unless otherwise is stipulated in the Ukrainian law.

Transit travel shall be deemed stay in Ukraine within the time specified in the travel ticket and, in case of absence of such ticket, within the term actually required in order to cross the territory of Ukraine by the relevant transport type. In all cases the term of transit travel across the territory of Ukraine should not exceed three days.

Loss of the national passport in the territory of Ukraine should be immediately informed by the foreigner to the organization which receives him/her, the body of interior and the embassy of their country in Ukraine for receiving of the documents to leave their native land.

A foreigner, who, receiving the entry visa for Ukraine or other documents granting the right of entry into Ukraine submitted unreliable data on him/her or on the purpose of his/her travel, may be denied entry into Ukraine by the competent bodies of Ukraine.

Passing the passport control, foreigners are issued the registration insert for their foreign passports by the border guards, which shall be presented to the border guards at departure from Ukraine. The availability of such insert essentially reduces the time of passing the passport control.

Observance by the passengers of these rules would help to essentially reduce the time of the border formalities.
